Narrative:

Flying sbound on airway in non radar environment; I requested a WX deviation of 20 mi west to avoid thunderstorm line in vicinity of intersection. Comrdo acknowledged request and told us to stand by while they passed request to ATC. After several mins; comrdo had not responded and an immediate deviation became necessary. I called comrdo again to advise them that we were beginning a westerly deviation; and also that the deviation would be in excess of 10 NM. Comrdo responded that they had just been advised by ATC that we were unable to deviate either west or east due to traffic and that we were to stay on the airway. Since this was impossible due to the WX; the captain instructed me to declare an emergency for WX deviation and advise comrdo that we would continue our deviation to a point approximately 20 mi west of centerline for airway. We did so without any obvious traffic conflict and without spotting anyone on TCAS at any altitude. We rejoined the airway about 20 mi north of intersection and advised commercial radio that we were back on course.

Title: THE CREW OF A B757 SBOUND ON AIRWAY HAD TO USE CAPT'S AUTH TO DEVIATE AROUND TSTMS WHEN CTR COULD NOT GRANT CLRNC.

Narrative: FLYING SBOUND ON AIRWAY IN NON RADAR ENVIRONMENT; I REQUESTED A WX DEV OF 20 MI W TO AVOID TSTM LINE IN VICINITY OF INTXN. COMRDO ACKNOWLEDGED REQUEST AND TOLD US TO STAND BY WHILE THEY PASSED REQUEST TO ATC. AFTER SEVERAL MINS; COMRDO HAD NOT RESPONDED AND AN IMMEDIATE DEV BECAME NECESSARY. I CALLED COMRDO AGAIN TO ADVISE THEM THAT WE WERE BEGINNING A WESTERLY DEV; AND ALSO THAT THE DEV WOULD BE IN EXCESS OF 10 NM. COMRDO RESPONDED THAT THEY HAD JUST BEEN ADVISED BY ATC THAT WE WERE UNABLE TO DEVIATE EITHER W OR E DUE TO TFC AND THAT WE WERE TO STAY ON THE AIRWAY. SINCE THIS WAS IMPOSSIBLE DUE TO THE WX; THE CAPT INSTRUCTED ME TO DECLARE AN EMER FOR WX DEV AND ADVISE COMRDO THAT WE WOULD CONTINUE OUR DEV TO A POINT APPROX 20 MI W OF CTRLINE FOR AIRWAY. WE DID SO WITHOUT ANY OBVIOUS TFC CONFLICT AND WITHOUT SPOTTING ANYONE ON TCAS AT ANY ALT. WE REJOINED THE AIRWAY ABOUT 20 MI N OF INTXN AND ADVISED COMMERCIAL RADIO THAT WE WERE BACK ON COURSE.
