Title: ZDC CTLR EXPERIENCED OPERROR AT 17500 FT WHEN HEAD-ON TFC; DEVIATING AROUND WX; CONFLICTED WITH DEP TFC.
Narrative: DEVIATING HEAD-ON TFC ARRIVING INTO BWI CONFLICTED WITH WASHINGTON METRO AREA DEPS CAUSING INCIDENT. WX WAS SEVERELY IMPACTING SECTORS. TFC SHOULD HAVE BEEN SHUT OFF.
