Narrative:
The ground person on the headset just prior to push; did not state 'ground to cockpit; pre-departure check is complete.' instead; I believe he said 'ready to push.' he has a difficult time communicating over the headset; in the english language. I stated; 'after the rj; you are cleared to push for a west taxi; the brakes are set.' shortly after; I felt the tug trying to push the aircraft with the brakes set. I asked the ground person if he had tried to push the aircraft with the brakes set. I believe he had a difficult time understanding my question; he eventually said yes. I asked him to get someone else on the headset. The other ground person that came on the interphone; told me that he was training the previous person. I told him that due to the language communication; safety was being affected; I would rather have him on the headset during pushback. He stayed on the headset with me for the remainder of our time; at the gate. We incurred a 30 min delay while maintenance inspected the nose gear and provided a new maintenance release.

Title: A B767 CAPT RPTS NONSTANDARD COMS WITH TUG DRIVER DURING PUSHBACK; RESULTING IN AN ATTEMPT TO PUSH WITH THE BRAKES SET.
Narrative: THE GND PERSON ON THE HEADSET JUST PRIOR TO PUSH; DID NOT STATE 'GND TO COCKPIT; PRE-DEP CHK IS COMPLETE.' INSTEAD; I BELIEVE HE SAID 'READY TO PUSH.' HE HAS A DIFFICULT TIME COMMUNICATING OVER THE HEADSET; IN THE ENGLISH LANGUAGE. I STATED; 'AFTER THE RJ; YOU ARE CLRED TO PUSH FOR A W TAXI; THE BRAKES ARE SET.' SHORTLY AFTER; I FELT THE TUG TRYING TO PUSH THE ACFT WITH THE BRAKES SET. I ASKED THE GND PERSON IF HE HAD TRIED TO PUSH THE ACFT WITH THE BRAKES SET. I BELIEVE HE HAD A DIFFICULT TIME UNDERSTANDING MY QUESTION; HE EVENTUALLY SAID YES. I ASKED HIM TO GET SOMEONE ELSE ON THE HEADSET. THE OTHER GND PERSON THAT CAME ON THE INTERPHONE; TOLD ME THAT HE WAS TRAINING THE PREVIOUS PERSON. I TOLD HIM THAT DUE TO THE LANGUAGE COM; SAFETY WAS BEING AFFECTED; I WOULD RATHER HAVE HIM ON THE HEADSET DURING PUSHBACK.
