Narrative:
Once again I arrive to operations to meet a captain I have never flown with. I went to the 'clipboard' and attached was the WX; and flight plan. No captain to be found. This is a safety of flight issue. I have written this up 3 times now and have not received any response from the flight office. If the company wants the flts to operate without the input of the first officer; then the fom needs to be changed. Otherwise; the flight office needs to develop a way to comply with the fom. The reason for not publishing the first flight of the day papers was a cost savings measure. I am all for this; but I am also all for a proper 'crew' briefing. Meeting the captain at the aircraft does not give us time to give my input. What if I had a concern with the fuel load; aircraft maintenance status; etc? I want an answer to what is going to be done. This has been going on now for way too long.

OTHERWISE; THE FLT OFFICE NEEDS TO DEVELOP A WAY TO COMPLY WITH THE FOM. THE REASON FOR NOT PUBLISHING THE FIRST FLT OF THE DAY PAPERS WAS A COST SAVINGS MEASURE.
