Narrative:

The condition of our aircraft was #2 pack MEL. We were in cruise flight when we entered icing conditions. The wing anti-ice would not come on. Red warning said no ice protection in icing conditions. We ran the checklists for the warning; contacted ATC; left icing conditions by descending to 12000 ft. We were over indianapolis; in. The captain wanted to land and he briefed an overweight landing. I told him if he really wanted to land overweight. The captain said yes. I asked if he wanted to hold and he said no. We landed overweight 10 mins later. The captain needed to think more about what he needed to do instead of a hasty decision.

THE CAPT WANTED TO LAND AND HE BRIEFED AN OVERWT LNDG. I TOLD HIM IF HE REALLY WANTED TO LAND OVERWT. THE CAPT SAID YES. I ASKED IF HE WANTED TO HOLD AND HE SAID NO. WE LANDED OVERWT 10 MINS LATER. THE CAPT NEEDED TO THINK MORE ABOUT WHAT HE NEEDED TO DO INSTEAD OF A HASTY DECISION.
