Narrative:

On takeoff left engine bleed off illuminated. After takeoff followed QRH procedure and noted MEL requirements when operating left engine bleed off. On initial contact with dispatch discussed our status and WX conditions along our planned route of flight. Agreed that the best course of action to remain clear of icing conditions was to divert to ZZZ. I declared an emergency with ATC to ensure our ability stay clear of WX specifically icing conditions coupled with our cruise altitude restr with one pack operation. The remainder of our flight was uneventful.
