Narrative:
May issued placard 22-01B for air carrier X for center autoplt inoperative (l-hand was previously on placard). A 22-89b was issued in may. I did not issue another 22-89b due to the placard already having been issued. I issued 22-01b as required; however; due to 22-89B issued I could not reissue the same lower minimum performance downgrade.
