Narrative:
I work for a cargo carrier. We are currently flying with no ELT. The company removed it from the airplane; it was inoperative to use a 90 day dmi. I brought to the attention of management far 121.353 and they assured me this is completely legal; as our MEL is a part 121 document. I did get them to put a handheld emergency position indicating radio beacon on board so long as it doesn't conflict with overwater flts. I still feel this is an extremely unsafe situation.
