Narrative:

We were cleared for takeoff. Everything was operations normal. At liftoff; I call out positive rate gear up. The gear wouldn't retract. We checked in with departure control and asked if we could fly straight out to work on a problem. The captain did the appropriate checklists and was still unable to get the gear to retract. Also; the autothrottles; autoplt; autobrakes would not engage. The captain coordination our return back to ZZZ to land. We declared an emergency due to an overweight landing. We had the equipment standing by. We did a flaps 40 degree landing. We used minimal brakes.
