Narrative:
I was PIC flying as copilot for a type rating chkride in CE750. Aircraft landed and back taxied to hold for another takeoff. We needed a delay so taxied off runway and held short of another parallel runway. When cleared for takeoff; the aircraft rode roughly as we pulled forward. We stopped and opened door to find left hand outboard main tire flat and smoking. I advised tower. After a minute or two; the tire smoked more and then burst in flames. I declared an emergency with tower; requested equipment; shut down the aircraft and evacuated everyone from the aircraft. PF in left seat; me; designated examiner and FAA inspector. We waited as the second main also caught fire before the trucks arrived and put everything out. Ambient temperature at the time was around 110 degrees fahrenheit.

Title: A CE750 CREW EXPERIENCED MAIN LNDG GEAR TIRE SMOKE AND FIRE ON THE RWY AT THE START OF THEIR TAKEOFF ROLL. THEY STOPPED THE ACFT; DECLARED AN EMER; AND EVACUATED.

WE NEEDED A DELAY SO TAXIED OFF RWY AND HELD SHORT OF ANOTHER PARALLEL RWY. WHEN CLRED FOR TAKEOFF; THE ACFT RODE ROUGHLY AS WE PULLED FORWARD. WE STOPPED AND OPENED DOOR TO FIND L HAND OUTBOARD MAIN TIRE FLAT AND SMOKING. I ADVISED TWR. AFTER A MINUTE OR TWO; THE TIRE SMOKED MORE AND THEN BURST IN FLAMES. I DECLARED AN EMER WITH TWR; REQUESTED EQUIPMENT; SHUT DOWN THE ACFT AND EVACUATED EVERYONE FROM THE ACFT. PF IN L SEAT; ME; DESIGNATED EXAMINER AND FAA INSPECTOR.
