Narrative:
Fdc blanket NOTAM3/1862 describes tfr over infineon raceway special events. However; no chain of notification exists for start/end time for events. ATC airspace protection requirements are vague and incomplete. Pilots have no official way of knowing when the tfr is 'active.' this is unsafe and confusing to ATC and pilots.

Title: ZOA CTLR EXPRESSED CONCERN WITH INFO AND DISTRIBUTION PROCS OF NOTAMS REGARDING TFR'S WITHIN ASSIGNED AIRSPACE.
Narrative: FDC BLANKET NOTAM3/1862 DESCRIBES TFR OVER INFINEON RACEWAY SPECIAL EVENTS. HOWEVER; NO CHAIN OF NOTIFICATION EXISTS FOR START/END TIME FOR EVENTS.
