Narrative:
The previous crew wrote up a maintenance discrepancy in hou. The lower left engine cowl vent was missing a louver. Maintenance told the previous crew to continue to ZZZ per cdl 78-32. When we got on the airplane in ZZZ; the mechanic was already on the airplane. He advised me that they did have the part in the warehouse; but that it would take a while to get the part. He xferred the discrepancy to the cdl log with no expiration date. Everything was signed off by maintenance and he told us we were ok to depart. We departed and while in cruise flight; air carrier radio called us with a phone patch to maintenance control. They advised us that the part should have been replaced and that we had to return. ATC and flight control were notified and we returned. Maintenance replaced the part and we departed again 4 hours late.

Title: A CRJ200 WAS DISPATCHED WITH A LOWER L ENG COWL VENT DOOR MISSING A LOUVER. THIS ITEM COULD NOT BE DEFERRED PER THE CONFIGN DEV LIST.
Narrative: THE PREVIOUS CREW WROTE UP A MAINT DISCREPANCY IN HOU. THE LOWER L ENG COWL VENT WAS MISSING A LOUVER. MAINT TOLD THE PREVIOUS CREW TO CONTINUE TO ZZZ PER CDL 78-32. WHEN WE GOT ON THE AIRPLANE IN ZZZ; THE MECH WAS ALREADY ON THE AIRPLANE. HE ADVISED ME THAT THEY DID HAVE THE PART IN THE WAREHOUSE; BUT THAT IT WOULD TAKE A WHILE TO GET THE PART. HE XFERRED THE DISCREPANCY TO THE CDL LOG WITH NO EXPIRATION DATE. EVERYTHING WAS SIGNED OFF BY MAINT AND HE TOLD US WE WERE OK TO DEPART. WE DEPARTED AND WHILE IN CRUISE FLT; ACR RADIO CALLED US WITH A PHONE PATCH TO MAINT CTL. THEY ADVISED US THAT THE PART SHOULD HAVE BEEN REPLACED AND THAT WE HAD TO RETURN. ATC AND FLT CTL WERE NOTIFIED AND WE RETURNED. MAINT REPLACED THE PART AND WE DEPARTED AGAIN 4 HRS LATE.
