Narrative:
Deviated to south (right) of course up to 15.6 mi in order to avoid line of thunderstorms on assigned track. Clearance to deviate was denied from both tokyo and sfo. We would have had to fly right through storm (cells) if we had not deviated. Came close to declaring an emergency; but did not because I did not think I would end up that far off track. Should have declared an emergency when forced to deviate without clearance.

Title: A B777 OVER THE PACIFIC DEVIATED 15 MI OFF COURSE AFTER BEING DENIED CLRNC TO MANEUVER AROUND TSTMS.
Narrative: DEVIATED TO S (R) OF COURSE UP TO 15.6 MI IN ORDER TO AVOID LINE OF TSTMS ON ASSIGNED TRACK. CLRNC TO DEVIATE WAS DENIED FROM BOTH TOKYO AND SFO. WE WOULD HAVE HAD TO FLY RIGHT THROUGH STORM (CELLS) IF WE HAD NOT DEVIATED. CAME CLOSE TO DECLARING AN EMER; BUT DID NOT BECAUSE I DID NOT THINK I WOULD END UP THAT FAR OFF TRACK. SHOULD HAVE DECLARED AN EMER WHEN FORCED TO DEVIATE WITHOUT CLRNC.
