Narrative:
While descending through 7300 ft; I received a TA from the norcal approach controller on 134.80. The traffic was a B737 airliner at 3 O'clock position and level at 7000 ft. I reported the traffic in sight and notified the controller that I would expedite my descent. The controller was working 2 frequencys. With the airliner on the other frequency; I was unable to hear xmissions from the airliner crew. It appeared to me that the airliner initiated a descent to avoid me; and the two of us were descending into each other. In response; I pitched up and climbed toward 7500 ft as the airliner passed beneath me. I was operating as a single pilot. Completing company paperwork; I was distraction from my traffic scan. Otherwise; I would have seen the traffic before the controller ever pointed it out. The controller; however; was late issuing the advisory. I could hear that she was busy and operating on 2 frequencys. Had the airliner and I been operating on the same frequency; I would have been aware of his position and intentions. Hence; I could have decided upon a different course of action.

Title: A PA31 WAS HEADS DOWN COMPLETING PAPERWORK AND EXPERIENCED A NEAR MISS WITH A B737; ESTIMATED MISS DISTANCE 200 FT HORIZ AND 500 FT VERT.
Narrative: WHILE DSNDING THROUGH 7300 FT; I RECEIVED A TA FROM THE NORCAL APCH CTLR ON 134.80. THE TFC WAS A B737 AIRLINER AT 3 O'CLOCK POS AND LEVEL AT 7000 FT. I RPTED THE TFC IN SIGHT AND NOTIFIED THE CTLR THAT I WOULD EXPEDITE MY DSCNT. THE CTLR WAS WORKING 2 FREQS. WITH THE AIRLINER ON THE OTHER FREQ; I WAS UNABLE TO HEAR XMISSIONS FROM THE AIRLINER CREW. IT APPEARED TO ME THAT THE AIRLINER INITIATED A DSCNT TO AVOID ME; AND THE TWO OF US WERE DSNDING INTO EACH OTHER. IN RESPONSE; I PITCHED UP AND CLBED TOWARD 7500 FT AS THE AIRLINER PASSED BENEATH ME. I WAS OPERATING AS A SINGLE PLT. COMPLETING COMPANY PAPERWORK; I WAS DISTR FROM MY TFC SCAN. OTHERWISE; I WOULD HAVE SEEN THE TFC BEFORE THE CTLR EVER POINTED IT OUT. THE CTLR; HOWEVER; WAS LATE ISSUING THE ADVISORY. I COULD HEAR THAT SHE WAS BUSY AND OPERATING ON 2 FREQS.
