Narrative:
While being vectored for approach to runway 8 at phx; the controller assigned us a 170 degree heading and an altitude of 3000 ft. Upon approaching centerline to runway 8; we were flying perpendicular towards an aircraft on approach to runway 7L. After not receiving a clearance to turn and not being able to contact the controller because of radio congestion; we turned towards runway 8. After initiating the turn; we received a bank angle warning and an RA warning which we complied with. The flight was completed without incident. Supplemental information from acn 706161: we believe that the controller tried to issue this but may have been 'stepped on.' concerned about transgressing into the approachs to runway 7; we initiated a turn to final for runway 8 without a clearance to do so. Shortly after this we received a TCAS RA on an aircraft on approach to runway 7. After complying with the RA we corrected back on course for a normal approach and landing on runway 8.

Title: A B737-800 TOOK EVASIVE ACTION AFTER RECEIVING AN RA ON APCH TO PHX WHEN THEY FLEW THROUGH FINAL APCH COURSE PROBABLY BECAUSE THEIR CLRNC TURNING THEM TO FINAL WAS COVERED BY ANOTHER ACFT.
Narrative: WHILE BEING VECTORED FOR APCH TO RWY 8 AT PHX; THE CTLR ASSIGNED US A 170 DEG HDG AND AN ALT OF 3000 FT. UPON APCHING CTRLINE TO RWY 8; WE WERE FLYING PERPENDICULAR TOWARDS AN ACFT ON APCH TO RWY 7L. AFTER NOT RECEIVING A CLRNC TO TURN AND NOT BEING ABLE TO CONTACT THE CTLR BECAUSE OF RADIO CONGESTION; WE TURNED TOWARDS RWY 8.
