Narrative:
I was working a VFR aircraft; aircraft X; sbound radar handoff to next sector. Heard what I thought was aircraft X request lower altitude. I say; 'aircraft Y descend at your discretion.' he was VFR. I tell next sector aircraft wanted to descend. I'd had VFR aircraft earlier need to descend for clouds so I figure that's what my VFR aircraft was doing too. Then after I switched aircraft X to next frequency; aircraft Y asks for lower altitude. I say; 'aircraft Y; say your position' as I was not working any aircraft Y. Aircraft says; 'aircraft Y iow airport ready to start down.' I say again; 'aircraft Y say your position; I'm not seeing you.' apparently aircraft Y checked on my frequency earlier; with no response from me (I never acknowledged aircraft; didn't hear check-in) and sat there. When I heard who I thought was aircraft X ask for lower; it was aircraft Y. Aircraft Y took my discretionary descent clearance and invaded cak airspace. Once I found out aircraft Y was on my frequency and west of cak; I switched aircraft to cak.

Title: ZOB CTLR DESCRIBED CONFUSION REGARDING CALL SIGN RESULTING IN AN ACFT DSNDING INTO ANOTHER CTLR'S AIRSPACE.
Narrative: I WAS WORKING A VFR ACFT; ACFT X; SBOUND RADAR HDOF TO NEXT SECTOR. HEARD WHAT I THOUGHT WAS ACFT X REQUEST LOWER ALT. I SAY; 'ACFT Y DSND AT YOUR DISCRETION.' HE WAS VFR. I TELL NEXT SECTOR ACFT WANTED TO DSND. I'D HAD VFR ACFT EARLIER NEED TO DSND FOR CLOUDS SO I FIGURE THAT'S WHAT MY VFR ACFT WAS DOING TOO. THEN AFTER I SWITCHED ACFT X TO NEXT FREQ; ACFT Y ASKS FOR LOWER ALT. I SAY; 'ACFT Y; SAY YOUR POS' AS I WAS NOT WORKING ANY ACFT Y. ACFT SAYS; 'ACFT Y IOW ARPT READY TO START DOWN.' I SAY AGAIN; 'ACFT Y SAY YOUR POS; I'M NOT SEEING YOU.' APPARENTLY ACFT Y CHKED ON MY FREQ EARLIER; WITH NO RESPONSE FROM ME (I NEVER ACKNOWLEDGED ACFT; DIDN'T HEAR CHK-IN) AND SAT THERE. WHEN I HEARD WHO I THOUGHT WAS ACFT X ASK FOR LOWER; IT WAS ACFT Y. ACFT Y TOOK MY DISCRETIONARY DSCNT CLRNC AND INVADED CAK AIRSPACE. ONCE I FOUND OUT ACFT Y WAS ON MY FREQ AND W OF CAK; I SWITCHED ACFT TO CAK.
