Narrative:
I was working the rebel intermediate high altitude sector and was handed a citation landing gsp. Our LOA with ZTL states that this aircraft be at FL250 when he crosses the lateral boundary. The aircraft was put on my frequency descending through FL350 but he never checked on; I had to call him. When I did talk to the aircraft; he was approximately 7 mins from the boundary. My first clearance to him was to descend to FL330 for traffic. Next; when the aircraft was in my airspace; I turned it to a 180 degree heading to clear traffic. Then descended it to FL320 as his traffic was descending. When cleared; I descended it to FL250 and told to expedite. I then cleared the traffic on course; when 1 1/2 mins from the boundary I called ZTL to ask if they wanted me to spin the aircraft as they weren't taking the handoff. His response was he wanted him at FL250 at the boundary; which at this time the aircraft was 1 min from the boundary descending out of FL300. Then a discussion ensued about how I got the aircraft high from the previous sector and what the problem was. At the end of the coordination; the ZTL controller stated; 'I don't care what you do; I need him at the boundary at FL250.' I do not recall hearing him state this but it is on tape. I may have been distraction by something else. I acknowledged; he took the handoff; and I switched the aircraft to his frequency with no further control instructions.
