Narrative:
I flew the PA31 from ZZZ-YYY-ZZZ. On arrival YYY; I told ramp person I needed 20 gallons of fuel per side for return trip. Then went inside to counter personnel and told them the same fuel order. I also asked for directions for a sandwich and was told to go to main terminal. When I returned in front door she handed me a fuel receipt and I assumed the job had been completed. I checked in and weighed passenger and bags and loaded them on aircraft. During taxi out; looked at fuel gauges and it indicated 3/4 tanks on both gauges. Flew trip and on approach noticed left gauge in empty and right gauge between empty and 1/4. Kept aircraft high on final and about 1 mi out from end of runway 35R; right engine quit. Left engine ran through rollout and during taxi-in; it also quit. I called ground control and asked if they would call FBO and I could be towed in. I will never again leave aircraft until I see nozzles in aircraft for fuel. The fuel gauges I see now were not accurate and was told by owner that new sending units for fuel tanks would be installed.

Title: PA31 PLT HAS AN ENG FAILURE DUE TO FUEL STARVATION ON APCH. THE SECOND ENG FAILS ON ROLLOUT.
Narrative: I FLEW THE PA31 FROM ZZZ-YYY-ZZZ. ON ARR YYY; I TOLD RAMP PERSON I NEEDED 20 GALLONS OF FUEL PER SIDE FOR RETURN TRIP. I CALLED GND CTL AND ASKED IF THEY WOULD CALL FBO AND I COULD BE TOWED IN. I WILL NEVER AGAIN LEAVE ACFT UNTIL I SEE NOZZLES IN ACFT FOR FUEL.
