Narrative:

After being notified that the lex airport diagrams published by commercial airport provider and the govt depict the lex airport as it will eventually look after several months of construction instead of how it is now; the officials at lex issued a NOTAM attempting to address the issue. Since the NOTAM is about changes in the taxiway environment; the 'system' calls for the NOTAM to be classified as a NOTAM-left instead of a NOTAM-D. As a result; the only way that a pilot can get this NOTAM-left is to hear it... Either on the automatic terminal information service broadcast on the 126.3MHZ (near the airport) or by knowing that the pilot has to ask for the NOTAM-left's (FSS briefers are not required to volunteer NOTAM left's to pilots calling in for briefings) and hearing a FSS briefer recite it to him/her. Note: the only way that a pilot can get this NOTAM-left when getting a WX briefing is to call the louisville FSS. No other FSS will have this NOTAM-left because the 'system' does not require dissemination of NOTAM-left's beyond the FSS responsible for that particular airport. There needs to be a way to make a NOTAM like this available to pilots as they plan a flight in or out of lex. If one assumes business as usual; pilots flying into lex from airports not in the louisville FSS area will first hear this NOTAM if/when they monitor ATIS inbound. It is one of 6 or 7 currently broadcast NOTAM-left's on ATIS. Note: duats does not have any access to NOTAM-left's so self briefing via duats will prevent a pilot from getting this NOTAM-left. I would suggest that a taxiway NOTAM should be able to be classified as a NOTAM-D if needs be. I would also suggest that NOTAM-left's for destination; departure and alternate airports on a flight plan be available system-wide so pilots can read these NOTAMS; not just hear them.
