Narrative:
Prior to departing smo on an instrument flight plan; we were assigned by smo ground to fly the runway heading until crossing a radial from lax; then turn to a pre assigned heading. Before departure; my copilot and I tuned both navigation #1 and navigation #2 to the lax VOR; and idented its signal. We set the assigned radial on both the left HSI display and the right HSI. During departure; smo tower instructed us to contact los angeles departure. After contacting los angeles departure; we were asked why we had not yet made our turn; and what our assigned departure clearance was. We responded with our assigned clearance and advised los angeles departure that according to our instrumentation; the assigned radial from lax had not yet been reached. We were given a new heading and departure routing. Los angeles departure stated that this was the second instance of this nature today and that there may be a problem with the lax VOR.

Title: BE200 CREW FAILS TO TURN AS CLRED AFTER TKOF FROM SMO.
Narrative: PRIOR TO DEPARTING SMO ON AN INST FLT PLAN; WE WERE ASSIGNED BY SMO GND TO FLY THE RWY HDG UNTIL XING A RADIAL FROM LAX; THEN TURN TO A PRE ASSIGNED HDG. BEFORE DEP; MY COPLT AND I TUNED BOTH NAV #1 AND NAV #2 TO THE LAX VOR; AND IDENTED ITS SIGNAL. WE SET THE ASSIGNED RADIAL ON BOTH THE L HSI DISPLAY AND THE R HSI. DURING DEP; SMO TWR INSTRUCTED US TO CONTACT LOS ANGELES DEP. AFTER CONTACTING LOS ANGELES DEP; WE WERE ASKED WHY WE HAD NOT YET MADE OUR TURN; AND WHAT OUR ASSIGNED DEP CLRNC WAS. WE RESPONDED WITH OUR ASSIGNED CLRNC AND ADVISED LOS ANGELES DEP THAT ACCORDING TO OUR INSTRUMENTATION; THE ASSIGNED RADIAL FROM LAX HAD NOT YET BEEN REACHED. WE WERE GIVEN A NEW HDG AND DEP ROUTING. LOS ANGELES DEP STATED THAT THIS WAS THE SECOND INSTANCE OF THIS NATURE TODAY AND THAT THERE MAY BE A PROB WITH THE LAX VOR.
