Narrative:
For the second time in a week on the same flight number and city pair; we refused a dangerous goods shipment. The shipment refused was XXX; containing 18 packages of 2.1 (un 1950; aerosols; flammable) gas at 6.8 KG each; for a total net weight of 269 pounds. This is far in excess of the 55 net pounds of flammable gas allowed in an inaccessible cargo compartment by 49 crash fire rescue equipment 175.75. It would be more than was allowable on the entire aircraft. While observing the shipment being offloaded; several additional far violations were apparent; besides the illegal pilot notification form being prepared by and loaded by the ramp. According to the ramp lead; he had xferred the 18 packages from a cart into an container. The container had no dangerous goods markings on the outside of the container; in violation of 49 crash fire rescue equipment 172.404. Also; the 18 packages were loose in the container; in violation of the securement requirement of 49 crash fire rescue equipment 175.88.

Title: A B767-300 FLT CREW REFUSED HAZMAT SHIPMENT AT SFO BECAUSE IT WAS NOT IN COMPLIANCE WITH FAR.
Narrative: FOR THE SECOND TIME IN A WEEK ON THE SAME FLT NUMBER AND CITY PAIR; WE REFUSED A DANGEROUS GOODS SHIPMENT. THE SHIPMENT REFUSED WAS XXX; CONTAINING 18 PACKAGES OF 2.1 (UN 1950; AEROSOLS; FLAMMABLE) GAS AT 6.8 KG EACH; FOR A TOTAL NET WT OF 269 LBS.
