Narrative:
I am an atcs at rsw (fort myers; fl). The facility is in total chaos! The air traffic manager opted to not give the controllers an oral briefing on the transition from our old runway 6/24 to our new runway 5/23 (as the old runway is resurfaced). We were simply told to read a piece of paper which was supposed to explain the transition. Our questions either went unanswered or the supervisors/staff/manager replied with an 'I don't know.' instead of LOA with the port authority/authorized (which owns the airport); we now have 'gentlemen's agreements' or simply a 'memo.' this is illegal; and worst of all; we still do not know exactly where we can turn aircraft off the runway. To make matters worse; the supervisors disagree with one another on this matter. The atm has not shown any leadership on this matter. Also; we still do not know exactly how far off the runway a recently landed aircraft has to be before the next departure can be given takeoff instructions.

Title: RSW CTLR DESCRIBED UNWANTED MGMNT PRACTICES INVOLVING UTILIZATION OF TXWY A AS A TEMPORARY RWY DURING CONSTRUCTION.
Narrative: I AM AN ATCS AT RSW (FORT MYERS; FL). THE FACILITY IS IN TOTAL CHAOS! THE AIR TFC MGR OPTED TO NOT GIVE THE CTLRS AN ORAL BRIEFING ON THE TRANSITION FROM OUR OLD RWY 6/24 TO OUR NEW RWY 5/23 (AS THE OLD RWY IS RESURFACED).
