Narrative:

After the last 100 hour inspection; a power check was performed and the data was given to myself for graphing. This is usually done by the mechanic. I was given the chart that has been in use and noticed it was for a -C20 not a -C20B engine. I called the bell tech representative and was told he would look into which was the proper chart. No follow up call was performed. The helicopter came in for other service and I retrieved the poh. After researching the maintenance records; I found a service instruction for an engine upgrade was completed in 1993; bell si 206-112. I obtained a copy from bell and started to do a conformity inspection on the helicopter. Found these items: the poh was never revised to the service instruction confign; the turbine gauge was the wrong part number (incorrect markings); an external scoop for the starter/generator had never been installed; the cockpit placards were not replaced and an additional placard was not installed as per the service instruction. The tail rotor gearbox had recently been replaced and it was at the correct part number for the confign. This leads me to believe the service instruction compliance was not completed. The director of maintenance was notified but was unconcerned about the findings. I ordered the correct poh version and the missing scoop from bell. The turbine gauge probably has been replaced since the service instruction; but was ordered as per the airframe serial number; not the actual confign. The director of maintenance wants to keep the installed gauge; but I believe with the lower limit markings; this may prevent a pilot from using all the available power if required. I recently signed the annual on this ship in the belief that all was current and correct according to the record entries and numerous recent inspections prior to my employment with this company. The turbine gauge will have to be replaced and the proper placards installed. I will have to bypass the director of maintenance to accomplish this unfortunately.

Title: A BELL 206B AN INSPECTOR RPTS AFTER RESEARCHING MAINT RECORDS AND INSPECTING ACFT NUMEROUS OVERLOOKED DISCREPANCIES WERE DISCOVERED.

I WAS GIVEN THE CHART THAT HAS BEEN IN USE AND NOTICED IT WAS FOR A -C20 NOT A -C20B ENG. I CALLED THE BELL TECH REPRESENTATIVE AND WAS TOLD HE WOULD LOOK INTO WHICH WAS THE PROPER CHART. NO FOLLOW UP CALL WAS PERFORMED. THE HELI CAME IN FOR OTHER SVC AND I RETRIEVED THE POH. AFTER RESEARCHING THE MAINT RECORDS; I FOUND A SVC INSTRUCTION FOR AN ENG UPGRADE WAS COMPLETED IN 1993; BELL SI 206-112. I OBTAINED A COPY FROM BELL AND STARTED TO DO A CONFORMITY INSPECTION ON THE HELI. FOUND THESE ITEMS: THE POH WAS NEVER REVISED TO THE SVC INSTRUCTION CONFIGN; THE TURBINE GAUGE WAS THE WRONG PART NUMBER (INCORRECT MARKINGS); AN EXTERNAL SCOOP FOR THE STARTER/GENERATOR HAD NEVER BEEN INSTALLED; THE COCKPIT PLACARDS WERE NOT REPLACED AND AN ADDITIONAL PLACARD WAS NOT INSTALLED AS PER THE SVC INSTRUCTION. THE DIRECTOR OF MAINT WAS NOTIFIED BUT WAS UNCONCERNED ABOUT THE FINDINGS. I ORDERED THE CORRECT POH VERSION AND THE MISSING SCOOP FROM BELL. THE TURBINE GAUGE PROBABLY HAS BEEN REPLACED SINCE THE SVC INSTRUCTION; BUT WAS ORDERED AS PER THE AIRFRAME SERIAL NUMBER; NOT THE ACTUAL CONFIGN. THE DIRECTOR OF MAINT WANTS TO KEEP THE INSTALLED GAUGE; BUT I BELIEVE WITH THE LOWER LIMIT MARKINGS; THIS MAY PREVENT A PLT FROM USING ALL THE AVAILABLE PWR IF REQUIRED. I RECENTLY SIGNED THE ANNUAL ON THIS SHIP IN THE BELIEF THAT ALL WAS CURRENT AND CORRECT ACCORDING TO THE RECORD ENTRIES AND NUMEROUS RECENT INSPECTIONS PRIOR TO MY EMPLOYMENT WITH THIS COMPANY. THE TURBINE GAUGE WILL HAVE TO BE REPLACED AND THE PROPER PLACARDS INSTALLED. I WILL HAVE TO BYPASS THE DIRECTOR OF MAINT TO ACCOMPLISH THIS UNFORTUNATELY.
