Narrative:

Received ATIS shortly after takeoff from kahului; maui; runway 35 in use. 95% of the time runway 17 in use. About 20 mins later checking in with kona tower about 6 NM from airport; out of habit I called 'visual 17;' tower responded 'cleared to land 17.' approximately 2-3 mins later we were turning final and noticed an aircraft at the opposite end of the runway. My first officer asked what he was doing; I said I'm not sure; he's by a taxiway; maybe he's turning off. A couple seconds later the aircraft on the ground asked over the radio; 'tower; what is the aircraft on final runway 17 doing?' tower responded 'I don't know I'm not talking to him; traffic on final go around.' as the aircraft on the ground made his transmission; we started our go around realizing he was trying to take off. I responded to tower we were going around and that we were cleared for the approach. He said he didn't clear us for anything. We side stepped to downwind runway 35 and landed without further incident.

Title: A DHC8 MADE A VISUAL APCH TO RWY 17 AT KOA BY FORCE OF HABIT EVEN THOUGH RWY 24 WAS IN USE. THEY MADE A GAR WHEN ACFT ON RWY 35 ASKED TWR ABOUT HIM.

Narrative: RECEIVED ATIS SHORTLY AFTER TKOF FROM KAHULUI; MAUI; RWY 35 IN USE. 95% OF THE TIME RWY 17 IN USE. ABOUT 20 MINS LATER CHKING IN WITH KONA TWR ABOUT 6 NM FROM ARPT; OUT OF HABIT I CALLED 'VISUAL 17;' TWR RESPONDED 'CLRED TO LAND 17.' APPROX 2-3 MINS LATER WE WERE TURNING FINAL AND NOTICED AN ACFT AT THE OPPOSITE END OF THE RWY. MY FO ASKED WHAT HE WAS DOING; I SAID I'M NOT SURE; HE'S BY A TXWY; MAYBE HE'S TURNING OFF. A COUPLE SECONDS LATER THE ACFT ON THE GND ASKED OVER THE RADIO; 'TWR; WHAT IS THE ACFT ON FINAL RWY 17 DOING?' TWR RESPONDED 'I DON'T KNOW I'M NOT TALKING TO HIM; TFC ON FINAL GAR.' AS THE ACFT ON THE GND MADE HIS XMISSION; WE STARTED OUR GAR REALIZING HE WAS TRYING TO TAKE OFF. I RESPONDED TO TWR WE WERE GOING AROUND AND THAT WE WERE CLRED FOR THE APCH. HE SAID HE DIDN'T CLR US FOR ANYTHING. WE SIDE STEPPED TO DOWNWIND RWY 35 AND LANDED WITHOUT FURTHER INCIDENT.
