Narrative:

After completing lessons in the syllabus with a student; ZZZ tower cleared us #2 clear to land following a C152 on short final. We entered on a right base to land on runway 22 at ZZZ. After completing the before landing checklist we set up for our descent into runway 22 from traffic pattern altitude. On base leg we started to lose the engine and the throttle was ineffective. We attempted to increase the throttle; but got little response. We double checked our fuel selector; fuel pump; mixture; carburetor heat; primer; and magnetos to see if there was anything unusual or by chance we skipped. Nothing was overlooked. As we turned onto final the propeller slowly started to stop turning. By touchdown on runway 22 we had lost the engine completely. Once on the ground we tried a restart; but the engine wouldn't turn over. We safely made the taxiway and obtained assistance from the line crew at ZZZ. I didn't declare an emergency; because we had safe enough altitude to land and I thought it would be best to land then solve the problem.

Title: PA28 INSTRUCTOR HAS ENG FAILURE IN THE PATTERN AND LANDS SAFELY.

Narrative: AFTER COMPLETING LESSONS IN THE SYLLABUS WITH A STUDENT; ZZZ TWR CLRED US #2 CLR TO LAND FOLLOWING A C152 ON SHORT FINAL. WE ENTERED ON A R BASE TO LAND ON RWY 22 AT ZZZ. AFTER COMPLETING THE BEFORE LNDG CHKLIST WE SET UP FOR OUR DSCNT INTO RWY 22 FROM TFC PATTERN ALT. ON BASE LEG WE STARTED TO LOSE THE ENG AND THE THROTTLE WAS INEFFECTIVE. WE ATTEMPTED TO INCREASE THE THROTTLE; BUT GOT LITTLE RESPONSE. WE DOUBLE CHKED OUR FUEL SELECTOR; FUEL PUMP; MIXTURE; CARB HEAT; PRIMER; AND MAGNETOS TO SEE IF THERE WAS ANYTHING UNUSUAL OR BY CHANCE WE SKIPPED. NOTHING WAS OVERLOOKED. AS WE TURNED ONTO FINAL THE PROP SLOWLY STARTED TO STOP TURNING. BY TOUCHDOWN ON RWY 22 WE HAD LOST THE ENG COMPLETELY. ONCE ON THE GND WE TRIED A RESTART; BUT THE ENG WOULDN'T TURN OVER. WE SAFELY MADE THE TXWY AND OBTAINED ASSISTANCE FROM THE LINE CREW AT ZZZ. I DIDN'T DECLARE AN EMER; BECAUSE WE HAD SAFE ENOUGH ALT TO LAND AND I THOUGHT IT WOULD BE BEST TO LAND THEN SOLVE THE PROB.
