Narrative:

An FA18 blew a main gear on landing at sav. Smoke was rolling from the under carriage of the fighter and the 'crash phone' was immediately picked up. While relaying the information to arff; the call was interrupted by an operator from the sav airport commission (sac). After repeating 3 times; arff was told to just get in their trucks and call ground control. There are two problems here that are on-going and must be fixed before someone gets killed. 1) the sac interrupting an emergency transmission just because they want to know what is going on. 2) the crash phones only work intermittently and are unreliable. In this situation; the arff response was delayed 2 to 4 minutes. This could have cost an aviator his life!

Title: A TWR CTLR AT SAV OBSERVED SMOKE FROM THE UNDERCARRIAGE ON A LNDG ACFT; WHEN THE CRASH PHONE WAS USED TO ALERT ARFF; THE SAV ARPT COMMISSION REPEATEDLY INTERFERED WITH THE COMMUNICATIONS; SLOWING ARFF RESPONSE.

Narrative: AN FA18 BLEW A MAIN GEAR ON LNDG AT SAV. SMOKE WAS ROLLING FROM THE UNDER CARRIAGE OF THE FIGHTER AND THE 'CRASH PHONE' WAS IMMEDIATELY PICKED UP. WHILE RELAYING THE INFO TO ARFF; THE CALL WAS INTERRUPTED BY AN OPERATOR FROM THE SAV ARPT COMMISSION (SAC). AFTER REPEATING 3 TIMES; ARFF WAS TOLD TO JUST GET IN THEIR TRUCKS AND CALL GND CTL. THERE ARE TWO PROBLEMS HERE THAT ARE ON-GOING AND MUST BE FIXED BEFORE SOMEONE GETS KILLED. 1) THE SAC INTERRUPTING AN EMER XMISSION JUST BECAUSE THEY WANT TO KNOW WHAT IS GOING ON. 2) THE CRASH PHONES ONLY WORK INTERMITTENTLY AND ARE UNRELIABLE. IN THIS SITUATION; THE ARFF RESPONSE WAS DELAYED 2 TO 4 MINUTES. THIS COULD HAVE COST AN AVIATOR HIS LIFE!
