Narrative:
Conflicting maintenance/engineering instructions all combined in a 57 page procedure. Front cover states original problem to be not enough washers on fasteners and possible fuel leaks. The first page states the use of standard practice srm (structural repair manual) references for fasteners. The required list of fasteners from boeing even states that substitute fasteners may be supplied in boeing kits if part number are not available at time of kit build-up. The fasteners/washers/bolts that were installed passed the grip length inspection of the original problem with no fuel leaks noted.
