Narrative:

I am flying the lear 31A (2001) with an owner/pilot who has approximately 2000 hours. He has a lear type rating with a commercial certificate. We departed with a 3000 ft altitude restr to enter airspace on a 150 degree heading. I file the flight plans and he usually insists on left seat on first leg. He has about 30 hours in type and no EFIS background. Without getting into details; he powered through 3000 ft up to +/-4000 ft despite my callouts. I assumed he would fly it down to altitude but he just could not get control. We were off altitude approximately 2 mins. The problem here is with a pilot who is unqualified to be flying a high performance EFIS airplane. He is a business owner who didn't want to take the time to go to a legitimate school and found a shell (1 day school) and an FAA designee who does not give legitimate check rides; in particular to a pilot of this inexperience. I have high time and picked it up; but still am low time in type. He found an insurance broker who allows us to fly together without CFI oversight because of my high total time. In the interest of aviation safety; I would recommend that the FAA review some of the cheap schools with minimum training time; FAA designee airmen who crank out a lot of ratings; and insurance companies with slack requirements. After 6 yrs of military flying; 31 yrs of airline; and 5 yrs of GA; I can see a lot of cracks in the floor in GA where operators are trying to save money and training at the expense of qualifications and safety.

Narrative: I AM FLYING THE LEAR 31A (2001) WITH AN OWNER/PLT WHO HAS APPROX 2000 HRS. HE HAS A LEAR TYPE RATING WITH A COMMERCIAL CERTIFICATE. WITHOUT GETTING INTO DETAILS; HE POWERED THROUGH 3000 FT UP TO +/-4000 FT DESPITE MY CALLOUTS. I ASSUMED HE WOULD FLY IT DOWN TO ALT BUT HE JUST COULD NOT GET CTL. WE WERE OFF ALT APPROX 2 MINS. THE PROB HERE IS WITH A PLT WHO IS UNQUALIFIED TO BE FLYING A HIGH PERFORMANCE EFIS AIRPLANE. HE IS A BUSINESS OWNER WHO DIDN'T WANT TO TAKE THE TIME TO GO TO A LEGITIMATE SCHOOL AND FOUND A SHELL (1 DAY SCHOOL) AND AN FAA DESIGNEE WHO DOES NOT GIVE LEGITIMATE CHK RIDES; IN PARTICULAR TO A PLT OF THIS INEXPERIENCE. IN THE INTEREST OF AVIATION SAFETY; I WOULD RECOMMEND THAT THE FAA REVIEW SOME OF THE CHEAP SCHOOLS WITH MINIMUM TRAINING TIME; FAA DESIGNEE AIRMEN WHO CRANK OUT A LOT OF RATINGS; AND INSURANCE COMPANIES WITH SLACK REQUIREMENTS. AFTER 6 YRS OF MIL FLYING; 31 YRS OF AIRLINE; AND 5 YRS OF GA; I CAN SEE A LOT OF CRACKS IN THE FLOOR IN GA WHERE OPERATORS ARE TRYING TO SAVE MONEY AND TRAINING AT THE EXPENSE OF QUALIFICATIONS AND SAFETY.
