Narrative:
C130 on short final low altitude alarm went off at 500 ft 1 mi final. I was trying to explain to watch supervisor that the runway PAPI was just reported OTS by previous aircraft. He wanted to argue about the equipment outage. I informed C130 of altitude alert and he went around for safety. Airport lighting panel has been out for several months. The RVR has been out for yrs and the MALSR's have been broke for more than 1 yr. All these factors play a part in a potential aircraft accident unless fixed.

Title: MOB LCL CTLR DESCRIBED LOW ALT ALERT INCIDENT AT 1 MI FINAL RESULTING IN GAR CITING SEVERAL EQUIP OUTAGES AS RELATED SAFETY ISSUES.
Narrative: C130 ON SHORT FINAL LOW ALT ALARM WENT OFF AT 500 FT 1 MI FINAL. I WAS TRYING TO EXPLAIN TO WATCH SUPVR THAT THE RWY PAPI WAS JUST RPTED OTS BY PREVIOUS ACFT.
