Narrative:

Existing RNAV/GPS runway 6 approach to unv airport cancelled and new RNAV/GPS runway 6 approach released without any prior notification to workforce. New approach uses all new fixes; new minimums and new missed approach procedure. Controllers not made aware of new procedure until pilot questioned which fix cleared to. Potential for operational error or worse. The opportunity to discover this change was hampered because both the old approach and the new approach were similar types to the same runway. At the present time FAA management at ZNY takes no steps to ensure that any new approach procedure is briefed to the controller workforce; or that approach plate binders are kept up to date with current information. Recommendations: when a new procedure is developed; or an existing procedure is changed or discontinued; FAA headquarters should ensure that all affected facilities are alerted to the change. Ideally; 4 weeks notice or more should be provided to allow the scheduling of any required training. In the case of ZNY; the airspace and procedures office should be the contact point and would coordinate any briefings or training. In reference to keeping approach plate binders up to date: when NOAA publishes new us terminal procedures each 56 days; a supervisor should ensure that the binders reflect current information. This task could be delegated.
