Narrative:
With a strong quartering tailwind; I was forced to attempt an ILS approach to runway 4 at evv. Apparently the ILS to runway 22 is out of service for several months for construction; and thus forces everyone to use the ILS runway 4 approach regardless of wind. This resulted in a precarious landing situation nearly resulting in running off the runway. As if approaches to minimums are not trying enough for those of us who don't fly them every day; must we do so with a 10-12 knot quartering tailwind? This unsafe situation at evv needs an immediate remedy before someone does indeed run off the runway.callback conversation with reporter revealed the following information: reporter indicated that he was concerned that the ILS is out of service due to construction; however; the proposed facility improvement (construction) has not begun and he indicated it will not be started for an extended period and he questions why the ILS is still out of service. He felt that the situation was unsafe due to different WX/wind situations.

Title: C172 PLT EXECUTES AN ILS APCH TO RWY 04 AT EVV WITH A TAILWIND DUE TO RECIPROCAL ILS FOR RWY 22 BEING OUT OF SERVICE.
Narrative: WITH A STRONG QUARTERING TAILWIND; I WAS FORCED TO ATTEMPT AN ILS APPROACH TO RWY 4 AT EVV. APPARENTLY THE ILS TO RWY 22 IS OUT OF SVC FOR SEVERAL MONTHS FOR CONSTRUCTION; AND THUS FORCES EVERYONE TO USE THE ILS RWY 4 APCH REGARDLESS OF WIND. THIS RESULTED IN A PRECARIOUS LNDG SITUATION NEARLY RESULTING IN RUNNING OFF THE RWY. AS IF APPROACHES TO MINIMUMS ARE NOT TRYING ENOUGH FOR THOSE OF US WHO DON'T FLY THEM EVERY DAY; MUST WE DO SO WITH A 10-12 KNOT QUARTERING TAILWIND?
