Narrative:

On climb out passing 4000 ft MSL in a right turn the left main fuel tank quantity started to decrease 100 pounds per second and continued till it was 8000 pounds low. The gauge then went blank. After 1 min it reappeared and the quantity climbed to normal. After 10 mins the entire process reoccurred; and continued 2 more times. We; the crew; elected to not to take the aircraft ETOPS and was directed to divert to jfk. 30000 pounds of fuel was dumped at FL260 in the vicinity of pxv. A 340000 pound overweight landing was made at jfk with minimal sink.

A 340000 LB OVERWT LNDG WAS MADE AT JFK WITH MINIMAL SINK.
