Narrative:
Reference navigation chart munich; germany rokil 26 RNAV transition: during arrival upon reaching point DM429; we started our turn to base; however; the controller interrupted our turn by assigning us a 080 degree heading; and shortly thereafter turning us to base and then final (no separation lost). He then explained that that the footnote on the page should be interpreted as 'do not initiate turn to base unless cleared by ATC' versus what it actually says 'no turn onto final...' on our arrival setup/briefing this note was read; however it was interpreted as it read: 'no turn to final...' furthermore; the track depiction on chart shows a distinct base and distinct final. Additionally; if no turn is allowed at DM429 without ATC clearance; it should be depicted and loaded accordingly (it is not). Reference similar arrs into cdg and ams that depict this explicitly to continue on present track or heading until ATC gives further clearance. Finally; it appeared that controller training was in progress. On previous arrs; controllers had given vectors long before DM429; and this controller was overridden multiple times by another controller throughout our time on the frequency.

Title: A B767-300 ON ROKIL ARR TO EDDM DEVIATED FROM THE CHARTED TRACK WHEN A COMMERCIAL CHART 2 CHART NOTE WAS MISINTERPRETED.
Narrative: REF NAV CHART MUNICH; GERMANY ROKIL 26 RNAV TRANSITION: DURING ARR UPON REACHING POINT DM429; WE STARTED OUR TURN TO BASE; HOWEVER; THE CTLR INTERRUPTED OUR TURN BY ASSIGNING US A 080 DEG HDG; AND SHORTLY THEREAFTER TURNING US TO BASE AND THEN FINAL (NO SEPARATION LOST). HE THEN EXPLAINED THAT THAT THE FOOTNOTE ON THE PAGE SHOULD BE INTERPRETED AS 'DO NOT INITIATE TURN TO BASE UNLESS CLRED BY ATC' VERSUS WHAT IT ACTUALLY SAYS 'NO TURN ONTO FINAL...'
