Narrative:
I was flying around downtown on a photo mission and making calls on 123.07 the local frequency. While flying south on the southwest side of downtown a bell helicopter flew right across my windscreen approximately 100 ft out. They were talking to pdx tower and failed to make any calls on the local frequency first. I have made some calls to try and talk with the pilot to inform him of the local frequency for safer future flying and will keep trying.
