Narrative:

Coordination between the city and OM was not accomplished in a timely manner. Aircraft was on final with a tall ship passing. Controller asked supervisor if he should send aircraft around and was told to advise the aircraft of the ship and if he wanted to land; let him land. If this is an acceptable procedure we should be doing this all the time and eliminating the havoc this sometimes causes. If we should not be doing it; controllers should not be instructed to do it. Aircraft overflew the ship and landed without incident.

Title: PHL CTLR QUESTIONED ARPT SHIP OVERFLT PROC IF SUPVR'S ARE AUTH TO BY PASS REQUIREMENT WHEN FACILITIES CONCUR.

Narrative: COORD BTWN THE CITY AND OM WAS NOT ACCOMPLISHED IN A TIMELY MANNER. ACFT WAS ON FINAL WITH A TALL SHIP PASSING. CTLR ASKED SUPVR IF HE SHOULD SEND ACFT AROUND AND WAS TOLD TO ADVISE THE ACFT OF THE SHIP AND IF HE WANTED TO LAND; LET HIM LAND. IF THIS IS AN ACCEPTABLE PROC WE SHOULD BE DOING THIS ALL THE TIME AND ELIMINATING THE HAVOC THIS SOMETIMES CAUSES. IF WE SHOULD NOT BE DOING IT; CTLRS SHOULD NOT BE INSTRUCTED TO DO IT. ACFT OVERFLEW THE SHIP AND LANDED WITHOUT INCIDENT.
