Narrative:

Immediately after leveling off at FL230 it became apparent that the fuel load on board the aircraft would be insufficient to maintain 135 landing fuel requirements. After repeated requests to climb to a higher altitude were declined and a suitable landing field (length; WX reporting) was not within range; a fuel emergency was declared. Priority clearance was given for a visual approach to runway 19R. A normal approach and landing was performed. Total fuel remaining upon landing was approximately 450 pounds. ATC did not request a written report. After further investigation it was found that approximately 100 gals of fuel had failed to be loaded; by ground personnel; onto the aircraft at departure airport.

Title: PREMIER 1 RA390 FLT CREW HAS A LOW FUEL STATE; DECLARES EMER AND LANDS.

Narrative: IMMEDIATELY AFTER LEVELING OFF AT FL230 IT BECAME APPARENT THAT THE FUEL LOAD ON BOARD THE ACFT WOULD BE INSUFFICIENT TO MAINTAIN 135 LNDG FUEL REQUIREMENTS. PRIORITY CLRNC WAS GIVEN FOR A VISUAL APCH TO RWY 19R. A NORMAL APCH AND LNDG WAS PERFORMED. TOTAL FUEL REMAINING UPON LNDG WAS APPROX 450 LBS. ATC DID NOT REQUEST A WRITTEN RPT. AFTER FURTHER INVESTIGATION IT WAS FOUND THAT APPROX 100 GALS OF FUEL HAD FAILED TO BE LOADED; BY GND PERSONNEL; ONTO THE ACFT AT DEP ARPT.
