Narrative:
Tower controller in charge called TRACON to close runway 1R. Supervisor told tower that runway was theirs. Local control then allowed vehicles in safety areas. Approximately 2 or more mins later; air carrier X called local on visual approach runway 1R. Asked aircraft to verify on visual to 1R and he acknowledged 'yes.' advised aircraft of vehicles in safety area. Tried to coordination to take aircraft to 1L; but was unable to. Broke aircraft out to east and vectored to follow another aircraft on visual to runway 1L. Found out from controller working east departure/arrival; he was not informed of runway closure until after switching aircraft. Supervisor gave away runway; before checking aircraft and notifying controllers.

Title: MCI CTLR EXPRESSED CONCERN REGARDING SUPVR DECISION TO RELEASE RWY FOR CLOSURE WITHOUT FIRST OBTAINING ALL PERTINENT INFO FROM CTLRS.
Narrative: TWR CIC CALLED TRACON TO CLOSE RWY 1R. SUPVR TOLD TWR THAT RWY WAS THEIRS. LCL CTL THEN ALLOWED VEHICLES IN SAFETY AREAS. APPROX 2 OR MORE MINS LATER; ACR X CALLED LCL ON VISUAL APCH RWY 1R. ASKED ACFT TO VERIFY ON VISUAL TO 1R AND HE ACKNOWLEDGED 'YES.' ADVISED ACFT OF VEHICLES IN SAFETY AREA. TRIED TO COORD TO TAKE ACFT TO 1L; BUT WAS UNABLE TO. BROKE ACFT OUT TO E AND VECTORED TO FOLLOW ANOTHER ACFT ON VISUAL TO RWY 1L. FOUND OUT FROM CTLR WORKING E DEP/ARR; HE WAS NOT INFORMED OF RWY CLOSURE UNTIL AFTER SWITCHING ACFT. SUPVR GAVE AWAY RWY; BEFORE CHKING ACFT AND NOTIFYING CTLRS.
