Narrative:
On nov/sun/06; reference card 'remove/replace center tank scavenge check valve.' I removed check valve; when it was determined that new check valve (which instructs to install) was not available. Removed valve was visually inspected and determined not contaminated and okk for service by supervisor and to be reinstalled. I told supervisor if I reinstalled it I would not sign for the installation. Check valve was reinstalled and supervision signed for it. It was also told to me by supervision that this was common practice. It was brought to my attention that I would still be liable even though supervision signed for it in the event of malfunction since I reinstalled it and knew of situation. Filing this report. With unavailable part and pressure to continue flow of work to be able to return aircraft to service as soon as possible. Check valve was replaced with new prior to aircraft being released for service.

Title: AN MD80 TECHNICIAN WORKING A JOB CARD TO REMOVE AND REPLACE A CTR TANK SCAVENGE CHK VALVE. REMOVED VALVE; BUT NO REPLACEMENT AVAILABLE. SUPVR CHKED REMOVED VALVE OK FOR SVC. TECHNICIAN REFUSED TO SIGN OFF REPLACEMENT.
Narrative: ON NOV/SUN/06; REF CARD 'REMOVE/REPLACE CTR TANK SCAVENGE CHK VALVE.' I REMOVED CHK VALVE; WHEN IT WAS DETERMINED THAT NEW CHK VALVE (WHICH INSTRUCTS TO INSTALL) WAS NOT AVAILABLE. REMOVED VALVE WAS VISUALLY INSPECTED AND DETERMINED NOT CONTAMINATED AND OKK FOR SVC BY SUPVR AND TO BE REINSTALLED. I TOLD SUPVR IF I REINSTALLED IT I WOULD NOT SIGN FOR THE INSTALLATION. CHK VALVE WAS REINSTALLED AND SUPERVISION SIGNED FOR IT. IT WAS ALSO TOLD TO ME BY SUPERVISION THAT THIS WAS COMMON PRACTICE. IT WAS BROUGHT TO MY ATTN THAT I WOULD STILL BE LIABLE EVEN THOUGH SUPERVISION SIGNED FOR IT IN THE EVENT OF MALFUNCTION SINCE I REINSTALLED IT AND KNEW OF SIT. FILING THIS RPT. WITH UNAVAILABLE PART AND PRESSURE TO CONTINUE FLOW OF WORK TO BE ABLE TO RETURN ACFT TO SVC ASAP. CHK VALVE WAS REPLACED WITH NEW PRIOR TO ACFT BEING RELEASED FOR SVC.
