Narrative:
At 'cut back' after takeoff from sna fuel bypass light illuminated. Cleaned up the aircraft and referred to the QRH. Elected to not continue ETOPS flight. Contacted sna operations and advise of status and our decision to divert to ont due to our weight and possible (impending) engine failure. Sna operations advised that ZZZ dispatch said a landing could be accomplished at sna. Flight crew training manual for overweight lndgs advise to use longest runway possible flaps 30 degrees; burn off fuel and ensure a smooth touchdown with light braking. All of which would have been impossible at 150000 pounds at sna. Advisory landing chart in the QRH indicates landing distance of 5400 ft with maximum braking. Sna runway is 5700 ft long. The crew felt that dispatch was making an economic decision not a safety decision. In our conversation with sna we told them we were going to divert to ont and asked them to pass that information on to dispatch.
