Narrative:

Thursday we are at ZZZ working on aircraft X. This aircraft has smoke at cabin and electrical problems. In the inspection at the aircraft; we found both batteries below 24 volts dc. In a call to maintenance control; ZZZ1 they authority/authorized to start the engine with no gpu. Before engine start; the emergency battery charge fault indication light go on. We troubleshot the problem and called ZZZ1 to order both batteries. We continue troubleshooting the other items; and open some overhead bins for the smoke at cabin inspection; then leave 2 overhead bins open because we have some wire and connectors socket for the fluorescent tube at this area that need to be carefully inspected for smoke and fire. For this reason we waited for the arrival of the batteries from ZZZ1. Due to no gpu available and both batteries dead at ZZZ we are unable to duplicate the confign of the aircraft on ground. When the batteries arrive we proceed to installed; run the engine and inspect the area with the possible burn wire. Due to pressure to be on time and the lack of time that we have. The aircraft take more time that the estimated. Human factor and many problems created the delay to leave on time; due to restr sunset to sunrise and landing. We arrived at ZZZ1. At the investigation by mr X maintenance control; and mr Z; the only complaint that they have is the time that take the aircraft paper. Mr Y said 'why you don't fill the paper (aml) first and then finish the inspection of the remain area? If you do it that way; this delay never happen.' I am telling him we don't use this procedure. The correct step is do the work first then fill the paperwork (aml); this finish the investigation this day. How can be possible that a person with this job description do not know this simple step? Why they want to break the rules that they create?

Title: AN ATR72 WITH RPTED SMOKE IN THE CABIN AND ELECTRICAL PROBS FOUND MAIN SHIP'S BATTERIES BELOW LIMITS. BATTERIES ORDERED. TECHNICIANS CRITICIZED BY MGMNT FOR NOT WORKING OTHER ACFT RPTS WHILE AWAITING BATTERIES.

Narrative: THURSDAY WE ARE AT ZZZ WORKING ON ACFT X. THIS ACFT HAS SMOKE AT CABIN AND ELECTRICAL PROBS. IN THE INSPECTION AT THE ACFT; WE FOUND BOTH BATTERIES BELOW 24 VOLTS DC. IN A CALL TO MAINT CTL; ZZZ1 THEY AUTH TO START THE ENG WITH NO GPU. BEFORE ENG START; THE EMER BATTERY CHARGE FAULT INDICATION LIGHT GO ON. WE TROUBLESHOT THE PROB AND CALLED ZZZ1 TO ORDER BOTH BATTERIES. FOR THIS REASON WE WAITED FOR THE ARR OF THE BATTERIES FROM ZZZ1. DUE TO NO GPU AVAILABLE AND BOTH BATTERIES DEAD AT ZZZ WE ARE UNABLE TO DUPLICATE THE CONFIGN OF THE ACFT ON GND. WHEN THE BATTERIES ARRIVE WE PROCEED TO INSTALLED; RUN THE ENG AND INSPECT THE AREA WITH THE POSSIBLE BURN WIRE. DUE TO PRESSURE TO BE ON TIME AND THE LACK OF TIME THAT WE HAVE. THE ACFT TAKE MORE TIME THAT THE ESTIMATED. HUMAN FACTOR AND MANY PROBS CREATED THE DELAY TO LEAVE ON TIME; DUE TO RESTR SUNSET TO SUNRISE AND LNDG. WE ARRIVED AT ZZZ1. AT THE INVESTIGATION BY MR X MAINT CTL; AND MR Z; THE ONLY COMPLAINT THAT THEY HAVE IS THE TIME THAT TAKE THE ACFT PAPER. MR Y SAID 'WHY YOU DON'T FILL THE PAPER (AML) FIRST AND THEN FINISH THE INSPECTION OF THE REMAIN AREA? IF YOU DO IT THAT WAY; THIS DELAY NEVER HAPPEN.' I AM TELLING HIM WE DON'T USE THIS PROC.
