Narrative:
The bna LOA contingency plan was devised in a 24 hour period to satisfy a deficiency in an audit at bna approach. The agreement between bna approach and ZME is untenable at best; however; management 'assures' us that the non radar situation probably will never happen. This contingency plan correlates to manpower at approach ctrs on midnight shifts. Safety will be compromised.

Narrative: THE BNA LOA CONTINGENCY PLAN WAS DEVISED IN A 24 HR PERIOD TO SATISFY A DEFICIENCY IN AN AUDIT AT BNA APCH.
