Dispatched to buf; forecast clear; no alternate with minimum reserve fuel. On descent to buf; fog closed the airport. Spoke to dispatcher; diverted to roc (also forecast clear). On approach at roc runway 22; RVR dropped to 1000 ft. Continued approach to uneventful landing. Recommend increasing min reserve fuel for seasonal lake effect fog airports.

ON APCH AT ROC RWY 22; RVR DROPPED TO 1000 FT. CONTINUED APCH TO UNEVENTFUL LNDG. RECOMMEND INCREASING MIN RESERVE FUEL FOR SEASONAL LAKE EFFECT FOG ARPTS.
