Narrative:
During simultaneous approach to parallel runways (SAPR2) procedure the local west controller is solely responsible for the main arrival (runway 27L 10500 ft) and main departure runway (runway 27R 10000 ft) at one of the top 10 airports in the country. This procedure allows for inadequate workload and traffic distribution. Currently at phl there are no provisions for an assistant local controller. Until a separate local control position can be established or procedures to allow for an assistant local controller; this procedure should be stopped for safety concerns. To add specifics to the workload conditions of the 1 controller working the main arrival and departure runways; other than basic 7110.65 (air traffic manual) and constant communication/verbiage exchanges between aircraft are; but not limited to: in accordance with the phl 7110.23 assumes responsibility for the separation on consecutive IFR radar arrs within 3 NM. Responsible for determining radar acquisition of all departure aircraft from runway 27R. Responsible for advising departure sectors of radar data abnormalities. Responsible for all runway xings with the ground controller (in which there is more than one) via land line communication. Giving pilots appropriate departure sequence; which allow for in-trail departure restrs and complying with edct times implemented by ZNY. All with no assistance!
