Narrative:

During initial approach to ZZZZ aircraft was configured to maintain spacing from a B757 aircraft established on the VOR/DME approach to runway 17. Flaps and flaps extended normally until the flaps were selected to 20 degrees; the flap system #1 and flap system #2 faulted. The flap handle was cycled as per A300 OM procedure several times without success. Requested a hold and the procedure was executed in its entirety to no avail. Emergency was declared with the tower and the arrf equipment was positioned midfield and rollout accordingly. Approach speed was 168 KTS; touchdown was very smooth and the aircraft was taxied to our gate without incident.
