Narrative:
The controllers at dulles tower (iad) are forced to provide visual separation between aircraft on approach to runways 19R/left and 12. A combination of instrument and/or visual approachs are being run simultaneously to these 3 runways. If visual separation can't be provided by the tower; potomac TRACON (pct) is required to stagger these approachs in order to ensure IFR separation to the threshold and protect for a missed approach. This procedure violates faao 7110.65 7-4-4 approachs to multiple runways. When using visual separation; approachs should only be run to 2 runways not 3 (given the runway confign at dulles).
Original NASA ASRS Text
Title: IAD CTLR EXPRESSED CONCERN REGARDING FACILITY PROC TO PROVIDE TWR VISUAL SEPARATION BTWN ACFT USING RWYS 19 L AND R AND RWY 12.
Narrative: THE CTLRS AT DULLES TWR (IAD) ARE FORCED TO PROVIDE VISUAL SEPARATION BTWN ACFT ON APCH TO RWYS 19R/L AND 12. A COMBINATION OF INST AND/OR VISUAL APCHS ARE BEING RUN SIMULTANEOUSLY TO THESE 3 RWYS. IF VISUAL SEPARATION CAN'T BE PROVIDED BY THE TWR; POTOMAC TRACON (PCT) IS REQUIRED TO STAGGER THESE APCHS IN ORDER TO ENSURE IFR SEPARATION TO THE THRESHOLD AND PROTECT FOR A MISSED APCH. THIS PROC VIOLATES FAAO 7110.65 7-4-4 APCHS TO MULTIPLE RWYS. WHEN USING VISUAL SEPARATION; APCHS SHOULD ONLY BE RUN TO 2 RWYS NOT 3 (GIVEN THE RWY CONFIGN AT DULLES).
