Narrative:
On climb out going through about FL200 we got #2 engine bleed leak. We ran the QRH and the leak inscription cleared. At the time we were in and out of icing and we knew that we would not be able to continue to ZZZZ. We then notified ATC and asked to return back to ZZZ. They cleared us direct and in the meantime we decided to declare an emergency. We then briefed the flight attendant and made a PA to the passenger. Once on approach we asked if we could slow to 180 KTS so that we could extend gear and flaps to try to help and burn as much fuel as we could prior to landing. We made an overweight landing at 45800 pounds about 1700 pounds over maximum landing weight. We cleared the runway and the emergency equipment looked over our aircraft and cleared us to taxi to the gate.

Title: AN EMB145 DEVELOPED A BLEED AIR LEAK AT FL200 IN ICING CONDITIONS AFTER TKOF. AN EMER WAS DECLARED AND THE ACFT RETURNED TO LAND.
Narrative: ON CLBOUT GOING THROUGH ABOUT FL200 WE GOT #2 ENG BLEED LEAK. WE RAN THE QRH AND THE LEAK INSCRIPTION CLRED. THEY CLRED US DIRECT AND IN THE MEANTIME WE DECIDED TO DECLARE AN EMER. WE THEN BRIEFED THE FLT ATTENDANT AND MADE A PA TO THE PAX. ONCE ON APCH WE ASKED IF WE COULD SLOW TO 180 KTS SO THAT WE COULD EXTEND GEAR AND FLAPS TO TRY TO HELP AND BURN AS MUCH FUEL AS WE COULD PRIOR TO LNDG. WE MADE AN OVERWT LNDG AT 45800 LBS ABOUT 1700 LBS OVER MAX LNDG WT. WE CLRED THE RWY AND THE EMER EQUIP LOOKED OVER OUR ACFT AND CLRED US TO TAXI TO THE GATE.
