Narrative:

Captain flying aircraft. Departed runway 4L on kennedy 1 SID per pre departure clearance clearance. After initial contact with departure control frequency 125.7; controller issued clearance to turn right to heading 140 degrees; climb and maintain 16000 ft. First officer read back heading and altitude and reconfirmed the vectored heading. Established now on heading; climbing through 8000 ft; another controller's voice questioned what altitude we were climbing to and what initial departure frequency we were given. First officer responded 16000 ft. Controller (supervisor) seemed surprised that we were on his frequency as normal frequency for SID is 135.9; however the pre departure clearance issued to the flight specified 125.7 as the departure frequency. Controller responded to level off at existing altitude which was now 8500 ft and issued a frequency change to 135.9 the normal departure frequency. New controller then climbed flight to 17000 ft. No loss of separation occurred. Upon arrival; captain telephoned ny TRACON facility to confirm frequency confusion on the part of ATC. Supervisor confirmed the error on the part of ATC and indicated that 2 new ATC controllers were on the departure position and had been on duty for a long period of the overnight and was the probable cause of the ATC confusion with the departure. This situation could have occurred because of overnight controllers handling multiple frequencys.

Narrative: CAPT FLYING ACFT. DEPARTED RWY 4L ON KENNEDY 1 SID PER PDC CLRNC. AFTER INITIAL CONTACT WITH DEP CTL FREQ 125.7; CTLR ISSUED CLRNC TO TURN R TO HDG 140 DEGS; CLB AND MAINTAIN 16000 FT. FO READ BACK HDG AND ALT AND RECONFIRMED THE VECTORED HDG. ESTABLISHED NOW ON HDG; CLBING THROUGH 8000 FT; ANOTHER CTLR'S VOICE QUESTIONED WHAT ALT WE WERE CLBING TO AND WHAT INITIAL DEP FREQ WE WERE GIVEN. FO RESPONDED 16000 FT.
