Narrative:

132.15 has been a problem for about 6 months now. Aircraft complain about bleedover and/or stuck mikes and/or radio xmissions every night. I find myself repeating xmissions regularly because pilots are finding it difficult to listen to all the clutter on this frequency I have been using 2000 ft separation in my airspace because pilots continuously miss altitude restrs. This procedure saved me twice on same day on 2 separate occasions when pilots blew their altitude clrncs.

Title: ZNY CTLR DESCRIBED CONTINUING PROBS WITH FREQ 132 PT 15 THAT INCLUDED BLEEDOVER AND XMISSION CLARITY.

Narrative: 132.15 HAS BEEN A PROB FOR ABOUT 6 MONTHS NOW. ACFT COMPLAIN ABOUT BLEEDOVER AND/OR STUCK MIKES AND/OR RADIO XMISSIONS EVERY NIGHT. I FIND MYSELF REPEATING XMISSIONS REGULARLY BECAUSE PLTS ARE FINDING IT DIFFICULT TO LISTEN TO ALL THE CLUTTER ON THIS FREQ I HAVE BEEN USING 2000 FT SEPARATION IN MY AIRSPACE BECAUSE PLTS CONTINUOUSLY MISS ALT RESTRS. THIS PROC SAVED ME TWICE ON SAME DAY ON 2 SEPARATE OCCASIONS WHEN PLTS BLEW THEIR ALT CLRNCS.
