On takeoff after gear retract and prior to flap retract 'master caution' light; 'flight control' annunciator and 'standby rud' light illuminated indicating rudder main PCU malfunction. Emergency declared with tower; climbed to safe altitude; ran appropriate checklists. Advised flight attendants of situation and advised passenger of need to return. Requested crash fire rescue equipment to stand by. Landed at 146000 gross weight; 2000 pounds over maximum landing weight; in accordance with QRH procedure.
