Narrative:

For the past week at phl the WX has been marginal at best. Multiple runway changes have occurred during every shift. Most of these runway changes were due to a failing approach lighting system for runway 9R; as well as chasing the RVR's in an effort to get the most aircraft on the ground. Every runway change seemed to cause more chaos and confusion amongst the management team. There were numerous unsafe conditions which the controllers worked without incident.

Title: PHL TWR CTLR DESCRIBED A WEEK LONG RWY 9R APCH LIGHTING FAILURE THAT CAUSED MULTIPLE RWY CHANGES AND CONFUSION.

Narrative: FOR THE PAST WK AT PHL THE WX HAS BEEN MARGINAL AT BEST. MULTIPLE RWY CHANGES HAVE OCCURRED DURING EVERY SHIFT. MOST OF THESE RWY CHANGES WERE DUE TO A FAILING APCH LIGHTING SYS FOR RWY 9R; AS WELL AS CHASING THE RVR'S IN AN EFFORT TO GET THE MOST ACFT ON THE GND. EVERY RWY CHANGE SEEMED TO CAUSE MORE CHAOS AND CONFUSION AMONGST THE MGMNT TEAM. THERE WERE NUMEROUS UNSAFE CONDITIONS WHICH THE CTLRS WORKED WITHOUT INCIDENT.
